Memory retention in the v4 memoizer

Benchmarked dropping the cache first — about 13% slower — then moved
lastInst/lastBucket off the attach closure onto the per-parse State, so the graph is collectable and most of the fast path survives. Corrected my own throughput figure on the second run.

Spotted the identical assign-instead-of-narrow shape in $ZodCheckBigIntFormat, so the pending fix was extended to cover z.bigint() too.

fix(github): honor short Retry-After delays

One
max() was doing two jobs — fallback for a missing header and floor for a present one — so Retry-After: 1 slept for a minute. Split the cases, with a virtual-clock test that fails on the old code.

Traced it to tplMapFlags templating before its empty-value skip, and showed the dash separator wasn’t the cause — keys are sorted, and - precedes . in ASCII.

Report VCS errors as git tells them
Analysis adopted
Showed IsRepo throws away an error already carrying git’s own message, which is why dubious-ownership surfaces as “running without a git repository”. Fixed in #6869, taking one of the three options offered.
